How much does a South Carolina commercial contractor license actually cost? The honest answer is that only some of the costs are fixed and published. This post separates the confirmed figures from the ones you must verify on the LLR site, so you can budget without surprises.
This is an independent study aid, not affiliated with the SC Department of Labor, Licensing and Regulation (LLR), the Contractor's Licensing Board, or PSI. Fee schedules change; verify every amount against the current PSI bulletin and LLR pages before you pay.
Confirmed costs
PSI Business Management and Law exam fee: $78 per attempt. This is the one figure published in the official PSI bulletin (updated 2026-08-27). Every exam attempt costs $78, so a retake costs the same as a first attempt.
The reference book. The only permitted reference for the open-book exam is the NASCLA Contractors Guide to Business, Law and Project Management, South Carolina Commercial Contractors, 9th Edition. It is a required purchase if you do not already own it. Check the current publisher price before budgeting, since prices change between editions and sellers.
Costs set by LLR
Application fees, license fees, and renewal fees are set by LLR and the Contractor's Licensing Board. These are not confirmed in the sources used for this post, and this post will not guess at them. Before you budget, pull the current fee schedule directly from the LLR website. This is also the place to check anything tied to your classification, since fees can vary.
Costs that depend on you
Retakes. The Business Management and Law exam allows unlimited retakes within a 12-month period, but each attempt is another $78. Good preparation is a budget move, not just a study move. The free practice questions and the open-book strategy post exist to get you passing on the first try.
Entity registration. If you are forming a corporation or LLC, or registering one to do business in SC, the SC Secretary of State charges filing fees. Confirm the current amounts on the Secretary of State's site.
Business formation and insurance. Depending on your situation, you may also pay for business licenses, insurance premiums, and bond costs. These are real-world business costs, not exam fees, and they vary widely. They also depend on your entity type and the size of the work you take on. The exam overview explains what the exam itself tests about insurance and bonding.
What to do with this information
Budget the confirmed items ($78 per exam attempt plus the reference book), then check the LLR fee schedule for everything else. The total is usually far less than the cost of working unlicensed: the first administrative offense under section 40-11-100 can run up to $500, with continuing violations at up to $2,500 per day.
