The South Carolina commercial Business Management and Law exam is open book. That fact helps candidates who prepare for it and punishes candidates who rely on it. With 50 questions in 125 minutes, you get 2 minutes 30 seconds per question. Here is how to turn the book into a lookup system instead of a safety blanket.
This is an independent study aid, not affiliated with the SC Department of Labor, Licensing and Regulation (LLR), the Contractor's Licensing Board, or PSI. Verify the current permitted-reference rules in the PSI bulletin before your test date.
Know your one book
The only permitted reference is the NASCLA Contractors Guide to Business, Law and Project Management, South Carolina Commercial Contractors, 9th Edition. No other books, no notes you did not prepare in advance, no loose pages. If you show up with a different edition, you may not be allowed to use it. Confirm the edition requirement in the current bulletin, and see the exam overview for the full format and all eleven content areas the book must cover.
Tab by content area, not by chapter
The exam is organized by eleven content areas, so your tabs should be too. Build tabs for the heavy areas first:
- Contracts and Agreements (12 questions)
- Estimating and Bidding (10 questions)
- Financial Management (7 questions)
- Project Management (5 questions)
- Then the rest: labor laws, tax, liens, business management, insurance and bonding, environmental, safety recordkeeping
Within each tab, mark the tables and lists you will actually look up: the Prompt Pay Act clocks, the lien law deadlines, OSHA reporting times, tax rates. Highlight definitions, not paragraphs.
Memorize the numbers, look up the concepts
The winning split is simple: memorize figures, look up reasoning. Every number you know cold is a lookup you skip, and at 2.5 minutes per question, skipped lookups are what finish the exam on time. Drill these until they are automatic:
- 50 questions, 35 to pass, 125 minutes, $78 fee
- 21/7 prompt pay clocks; 1% per month interest only with written notice
- 90/180 lien deadlines from last furnishing
- 6% SC sales tax, paid by the contractor on materials
- 4 or more employees triggers workers' comp
- 8-hour fatality reporting, 24-hour hospitalization/amputation/eye loss reporting to OSHA
- OSHA 300A posted February 1 to April 30; 5-year log retention
- $5,000 commercial licensing threshold; $500 first administrative offense, $2,500 per day continuing
Then use the book for what books are for: the Statute of Frauds writing requirements, contract types, bond definitions, financial ratio formulas, and anything with more than two steps.
The two-pass method
On your first pass through the exam, answer everything you know or can look up in under a minute. Mark anything that needs a deep lookup. On the second pass, work the marked questions with the book. This keeps you from burning 8 minutes on question 4 while 30 easier questions wait. Remember that PSI may add 1 to 10 unscored experimental questions: you cannot identify them, so do not leave anything blank hoping it does not count.
Practice under the real clock
Untimed practice builds knowledge; timed practice builds scores. Take full 50-question practice runs at 125 minutes until 2.5 minutes per question feels comfortable. The difficulty post explains where candidates lose points, and the sample questions are a good first timed set.
