How to Get a South Carolina Contractor License

The South Carolina commercial contractor licensing path: the $5,000 threshold, experience rules, the PSI Business Management and Law exam, and the LLR application.

By

South Carolina requires a commercial contractor license for general contracting work on projects totaling $5,000 or more (SC Code Title 40, Chapter 11). If your projects stay under that total, you do not need the license. If they hit or exceed it, you do. The path from decision to license runs through PSI exams and an LLR application. Here is the sequence.

This is an independent study aid, not affiliated with the SC Department of Labor, Licensing and Regulation (LLR), the Contractor's Licensing Board, or PSI. Verify every step against the current LLR pages and the PSI candidate bulletin before you begin.

Step 1: Confirm you need the license

The $5,000 figure is the commercial licensing threshold. Projects totaling $5,000 or more in general contracting work require a license; under that, they do not. Confirm the current threshold and any exemptions on the LLR website before you spend money on exams. The license requirements post covers the detail.

Step 2: Pick your classification

Your classification determines what you must prove. Candidates for general and mechanical classifications must document at least 2 years of commercial experience within the preceding 5 years, per LLR. Specialty classifications have their own experience rules, so check the LLR page for yours.

Step 3: Register for the PSI exams

Commercial contractor candidates (except Fire Alarm and Burglar Alarm candidates) must pass two exams: the Business Management and Law for Commercial Contractors exam and the applicable technical examination. Register through PSI. The exam overview covers the Business and Law format: 50 scored questions, 70 percent to pass, 125 minutes, $78, open book.

The retake rules favor you on the Business and Law side: unlimited retakes within a 12-month period. Technical exams are stricter, generally twice in 12 months, then once every six months. Your registration confirmation is valid for one year or until the applicable attempt limit is reached.

Step 4: Prepare for the business exam

The Business Management and Law exam is open book, and the only permitted reference is the NASCLA Contractors Guide to Business, Law and Project Management, South Carolina Commercial Contractors, 9th Edition. Open book does not mean easy: with 2.5 minutes per question, you need a lookup system, not a reading habit. See the open-book strategy post, and test yourself with the sample questions.

Step 5: Apply through LLR

After passing, you submit your application to the SC Contractor's Licensing Board through LLR, with your experience documentation, exam scores, and any required business registrations. Corporations and LLCs doing business in SC must register with the SC Secretary of State. The fee schedule is set by LLR and can change, so verify current amounts on the LLR site rather than relying on third-party lists. See the license cost post for what is confirmed.

Step 6: Plan your timeline

Most of the schedule is in your hands: how fast you study, book, and pass the exams. The timeline post walks through the realistic pacing, including what happens if a retake is needed.

How hard is it, really?

Honest answer: the business exam is passable for anyone who prepares deliberately, and harder than people expect for anyone who does not. The difficulty post breaks down where candidates lose points.
